The guideline below is intended for merchants seeking license at Loket that permits provisioning of services in the Netherlands. Make sure to follow these tips that will guarantee smooth and hassle-free on-boarding experience. Please, be advised that the online licensing template might easily crash. Thus patience and consistency is highly recommended.

Once logged in, click the “Change” button to edit information about your account.

Please, fill in the general company information. For “VAT number” please provide the EU VAT. If it is not available please contact the regulator for best way to proceed in your own case.

Please, list the ultimate beneficial owner with more than 25% interest. Once the main shareholder of the content provider is another company, also for this second company the UBO will be required. The purpose of this measure is to make sure the ultimate beneficial owner is known. Please fill in the “Contact person” information and for “Gateway access” select “CM.com (GSM Information Network)”.

Merchants should/can upload references from Empello, Evina, MPC if they are working with them. In case they do not have such a reference, and the system does not let you go further, then upload a PDF saying that merchant XYZ has not worked with any Compliance regulator yet, but that they are following and will follow all required compliance rules. Same for reference of an operator.

Once completed editing the form - click the “Save” button in the left bottom corner.

Proceed to the “Pay” tab in the upper dashboard.

As per article 11 Content providers that want to offer services or use premium billing in the Netherlands are required to pay a yearly fee. The merchants are required to pay a fee of €200 per calendar year. Please select the option that fits you best.
